A perícia de Molina confirmou a suspeita. “Como não existe ‘certeza’ em perícia (nem na ciência em geral), costumamos dizer que acima de qualquer dúvida razoável é a mesma voz”, afirma Molina. Antes de o Ministério Público começar a investigar a GAP, Trabach interpretava George na informalidade. Em outubro de 2011, uma estranha procuração foi registrada num cartório a uma quadra do Tribunal de Justiça, no centro do Rio. No documento, obtido por ÉPOCA, o George fictício passa plenos poderes ao Trabach de carne e osso. Na prática, era como se o dono da GAP mandasse seu procurador viver por ele. Trabach podia gerenciar os negócios, receber dinheiro, fazer compras, movimentar a conta bancária, assinar cheques, realizar depósitos, despedir empregados, vender bens, fazer escrituras de imóveis, estabelecer contratos e até representá-lo em qualquer processo na Justiça, mesmo numa eventual ação criminal. A procuração não deixava claro se Trabach também poderia falar em seu nome ao telefone.
Trabach – que, até o ano de 2012, tinha cinco números diferentes de CPF – é extremamente próximo da família Garotinho. Ele já apareceu numa denúncia do Ministério Público Estadual (MPE) contra a prefeitura de Campos. Em 2009, seu primeiro ano de mandato, a prefeita Rosinha resolveu alugar ambulâncias em vez de comprá-las. Para abrir concorrência, o município precisava cotar preços entre empresas e definir o valor a pagar pelo serviço de locação das ambulâncias. O mecanismo visa obter a proposta mais econômica aos cofres públicos. Uma das quatro empresas que apresentaram orçamento foi o Posto 01, que vende combustível em Itaboraí, município próximo ao Rio. Naquela época, o posto tinha uma filial no mesmo endereço da GAP. A suspeita do MPE era que houvesse um acerto entre as duas empresas irmãs para fraudar a concorrência. De acordo com o MPE, no dia da licitação, a GAP teve o caminho livre para vencer e receber, ainda por cima, em valores superfaturados. O que isso tem a ver com Trabach? Ele comanda a rede que inclui o Posto 01.
Trabach também aparece nas denúncias de fraudes na campanha eleitoral do PR em 2010. Sua rede de postos ganhou R$ 1,2 milhão para fornecer combustível ao candidato a governador do partido, Fernando Peregrino, lançado por Garotinho. Tudo legal, afinal Trabach realmente opera estações de venda de gasolina, álcool, gás e diesel. A suspeita de falcatrua veio à tona quando a investigação esbarrou nas notas fiscais apresentadas à Justiça Eleitoral para comprovar as despesas com os quatro postos de Trabach. No final de abril, ÉPOCA revelou que as notas contêm indícios de irregularidades e falsificação.
Um dos documentos fiscais nem sequer se referia à venda de combustível, mas apenas ao aluguel de uma frota de 170 veículos, um gasto não declarado à Justiça Eleitoral. O posto não aluga carros. A Procuradoria-Geral Eleitoral fará uma investigação nas contas de campanha de Peregrino, com base em indícios como esses. Amarrando as duas pontas – a de George à de Trabach –, surge mais uma amostra da ousadia do esquema. Em maio do ano passado, George vendeu a GAP por R$ 100 mil, parcelados em dez vezes. A felizarda compradora foi ninguém menos que a mãe de Trabach, uma senhora viúva de 69 anos de idade. Como tinha procuração do fantasma para movimentar os negócios, foi o próprio Trabach quem transferiu tudo para o nome da própria mãe. Procurado por meio de sua assessoria, Trabach informou que não comentaria o caso. Garotinho e a prefeitura de Campos não haviam se manifestado até o fechamento desta edição. Anteriormente, ambos negaram favorecimento à GAP.
A primeira notícia sobre George Augusto Pereira foi publicada por ÉPOCA em julho de 2011, após o filho de Garotinho sofrer o acidente com o carro de propriedade da GAP. Logo em seguida, o MPE do Rio de Janeiro apontou fraude no contrato milionário da GAP com a prefeitura de Campos. No mês passado, ÉPOCA revelou as notas fiscais com indícios de falsidade na campanha do PR do Rio de Janeiro em 2010. Garotinho teve duas oportunidades e quase dois anos para apurar as suspeitas de fraude envolvendo a GAP, seu gabinete, sua família e seu partido. Durante o discurso na tribuna da Câmara no mês passado, ele se limitou a dizer que a GAP “ganhou licitamente a concorrência” com a prefeitura. Há duas possibilidades. Ou Garotinho foi enganado, provavelmente por Trabach, e desconhecia que George é um fantasma – ou sabia de tudo e mentiu ao plenário. No ano passado, por causa de uma mentira – negar ligações com o bicheiro Carlinhos Cachoeira –, o Senado cassou o mandato do então senador Demóstenes Torres por quebra de decoro.
